          <jats:p>This study analyzes the demand for rural public facilities to optimize the allocation of government resources, ensuring that the supplied facilities align with residents' needs for maximum satisfaction. A Kano questionnaire was employed to survey residents' demand for public facilities. Based on the questionnaire results, the demand was classified using the Kano model. The Analytical Hierarchy Process (AHP) was then applied to derive the initial weight, which was further adjusted based on the Kano classification to obtain the final weight coefficients. The highest priority needs were identified through weighted calculations using the relevant formula. The findings indicate that residents' demand for public facilities does not strictly follow Maslow’s hierarchy of needs; rather, as needs evolve, multiple demand levels coexist, exhibiting a crossover characteristic.</jats:p>
