Abstract: This study critically analyses how digital transformation relates to competitive advantage in Oman public sector by creating a theoretically based conceptual framework. The systematic literature review methodology was chosen, and the study synthesises recently published scholarly works to determine three core areas of capability, such as digital infrastructure preparedness, digital innovation, and human capital development. The conceptualisation of the research based on the literature and theory of Resource-Based View, Dynamic Capabilities Theory, and Open Innovation Theory aligns with the conceptualisation of the domains as strategic and interdependent drivers of institutional competitiveness. The results indicate that though digital transformation projects in Oman have enhanced efficiency in the services and partnership with the citizens, a drastic disparity in the ability integration and empirical confirmations exists. This study presents an integrative model that is specific to the Omani population sector and presents policy-relevant evidence to aid in the actualisation of the Oman Vision 2040.
